I am not a U.S. citizen; can I qualify for residency?

Residency eligibility for non-citizens is determined by the visa category in addition to the regular requirements. Non U.S. citizens who have student visas or another visa that is temporary (i.e. F1, J1, H class visas)are not able to establish permanent domicile in Arizona, so they are classified as nonresidents for tuition purposes. Non-citizens who have been granted legal immigrant status or permanent resident status through the INS are classified for purposes of residency status according to the same criteria applicable to U.S. citizens.
