Scholarship recipients must be minority students who have demonstrated financial need and have attained a superior academic grace average. Tempe residents shall receive first preference, followed by Maricopa County residents, and finally by students located outside Maricopa County. In no case should a scholarship be given to a non-Arizona resident.
