Residency classification for tuition purposes at ASU is a benefit reserved for Arizona residents who have met the requirements as established by state law and the Arizona Board of Regents policy. There are no exceptions granted due to unusual circumstances or financial hardship. That is, it is not a scholarship or waiver.

Students who are classified as nonresident may petition for a review of residency through the Residency Classification Office. Any continuing student who has attended ASU as a non-resident must petition for residency.

It is the responsibility of the student to initiate the petition process.  It is expected that students have researched, read, and thoroughly understand the residency requirements.  It is the responsibility of the student to be in compliance with all residency requirements, including the applicable state laws.  Lack of knowledge of the applicable state laws will not excuse the requisite compliance.

Students may submit a petition for residency according to the following schedule:

The deadline dates listed above are firm. Per ABOR requirements, failure to submit a notarized petition by the deadline date constitutes a waiver of the right to petition for that term. Petitions received after the deadline will be denied.  Appeals will not be accepted for petitions submitted after the deadline.

NOTE: Petitions will only be accepted for Summer II from students not enrolled in Summer I.

Processing time for a completed petition is 4-6 weeks.  For petitioners wanting a residency decision prior to the fee payment deadline, it is suggested that the completed petition, with all required documents, be submitted at least 4 weeks prior to the deadline.  A petition will not be considered complete until all requested documents have been submitted to the Residency Classification Office.

Due to the high volume of petitions that are received, processing may take significantly longer during peak times.  Review can take 4-6 weeks.  Contacting our office to ask about your file decreases the time available to our limited staff for processing paperwork.  Please help our staff process files in a timely fashion by waiting until 6 weeks have passed before contacting us to inquire about the status of your paperwork.

Full payment of tuition is due by the fee payment deadline (please visit www.asu.edu/sbs for information on tuition deadlines).  Unpaid accounts will be assessed a nonrefundable fee of $75 and placed on a Tuition Installment Plan.  No extensions of payment deadlines are granted on the basis of unresolved residency.  If a residency petition is in process at the time of fee payment deadline, the student will be responsible for paying out-of-state fees.  However, an appropriate refund will be issued if residency is granted.  Residency reclassifications are not retroactive.  Refunds are granted only for the semester which a student is currently petitioning and not for prior semesters.

Students are expected to be honest with all information presented in connection with the petition process, and by submitting a notarized petition, confirm that all information is true and complete.

Students who petition for reclassification subscribe and swear to the following statement:

"All statements, information, and evidence presented are true and complete. I understand that if I provide false information, if I make a material misrepresentation or omission in connection with my Petition for Change of Residency, or if I make any effort to fraudulently claim Arizona as my state of legal domicile, it will jeopardize my case for residency and subject me to disciplinary action, dismissal for the University...and may result in civil and criminal liability. I hereby grant permission for ASU representatives to verify any supporting evidence submitted with this petition."

Petitioners who have omitted, falsified, or misrepresented any information will be referred to Student Judicial Affairs for disciplinary action. Student Judicial Affairs.

INFORMATION REGARDING TUITION DEADLINES:

Please keep in mind that decisions for all petitions can take approximately 4-6 weeks from the date of submission. If you are submitting a petition within 4 weeks of the deadline date it is possible you will not have a decision prior to the start of the term.
